Reyna G. Guerra
President
Mrs. Reyna G. Guerra has worked in public service for the past 30 years. She is an integral part of Starr County as the Administrative Assistant to County Judge Eloy Vera. She also serves as Director for both the Starr County Gas Department and Starr County Transfer Station. Apart from serving as the President for the Starr County Groundwater Conservation District Board, she is also an active board member for the South Texas Development Council and serves in multiple committees within Starr County and adjacent counties as well. Her passion is serving the public and anyone who knocks on her door is always welcome.
Thomas Koeneke
Vice President
Thomas Koeneke is a practicing attorney and founding partner of the Ellis, Koeneke & Ramirez law firm. He holds a business administration degree from the University of Colorado and a Juris Doctor degree from Baylor University. Tom holds and operates ranching and farming interests in Texas and Colorado. He has served as a director of Los Caminos del Rio, Inc., Hidalgo County 4-H Foundation, Valley Land Fund, Images for Conservation Fund, Museum of South Texas History and has participated in the Trust for Public Lands’ National Land Counselor Program.
Adalberto Garza
General Manager
Adalberto Garza is a retired veterinarian, but active rancher in the San Isidro/Santa Elena area of Starr County. Dr. Garza is a graduate of Texas A&M University with a degree in veterinary medicine, and a graduate of Texas A&I University with a degree in Biology/Chemistry and a Master’s degree in Agriculture. Prior to practicing as a veterinarian, Dr. Garza was employed by USDA as a soil and water conservationist. Dr. Garza has volunteered, without pay, to serve as the interim general manager for the Starr County Groundwater Conservation District.

Nilda currently serves as the Vice President for the Starr County Industrial Foundation, where she is a critical component of the recruitment and expansion team that is responsible for over 160 economic development projects that have generated private investment of over $2.5 Billion and created/retained over 5,900 jobs. Additionally, she serves as a County and City liaison with local, state and federal governmental agencies and civic organizations to advocate for issues pertinent to economic growth of the region.
